Change has came to Somalia? With a surpriise.

    Last night there was a celebration in the small district of Eastleigh,Nairobi Kenya  where the biggest concentration of Somali refugees and business community outside of Mogadishu lives and work. There was a celebration for the election of the new Somali president-elect Mr. Hassan Sheik Mohamud.Who is this man? What interests he represents? How he succeeded in the high wire competition where regional powers- mainly Ethiopia and in small measure Uganda and local business interest( All-Ittixad Business Cartels ),Warlords-Drug barons ,Puppet leaders allied to the Tigre regime were dictating who will win the race?
    Here I will try to answer to this questions. But first I would like to tell that myself have to eat humble pie because I thought the Old regime will be back. What happened?
     Mr. Hassan Sheik is from academia having started a private College of management studies in Mogadishu and having also opened a branch in Punt land region. He was active in the Civil society circles and also came to my knowledge four months ago when I heard him debating on The BBC.Somali service about the infamous Road map and the corruption and mismanagement in the regime of the two Sherifs(the former speaker and the former president).
      In the last six months he started canvassing about every imaginable group and most importantly he had his own party called the party of Peace and Development through which he started a Coalition Building with all the groups who were in the opposition. Prof. Samater who came from the U.S ,Mr. Formajo the former Prime minister and the other presidential contenders including the last incumbent Prime Minister were in agreement to fight together the incumbent President and during the voting sessions to put all their efforts in who has got more votes after the first round.
     Mr. Hassan the president –elect succeeded to garner all the votes necessary in the first round coming second and in the second round all his friends-competitors in the opposition including the incumbent Prime minister choose to support him in the last round against the incumbent president. It was the victory of the Change vote and it was the victory of the people-citizens compared to the Old regime.
     Every body agrees in all the Somalis I myself canvassed that the Game-changer factors in terms of the election were Three: the first is the newly-re-found alliance the between the two sheriffs (the incumbent president and the former notorious Speaker) which was declared last Sunday  has made everybody angered and instead of helping damaged the incumbent president. The notorious former speaker represented everything bad in Somali society and state in other words the corruption, mismanagement, the Tigre influence and most dangerously the monopoly of the Al-Ittixad business cartels all allied to the incumbent president. The other factor was for some clan- communities the words of Mr. Farole of Puntland that if some groups are elected he will secede from Somalia.  All those factors made the MPs linked to the puppet leaders to rebel and support Mr. Hassan who was allied to Farole and do not came from the same region. Another factor is the support the incumbent President has from the Warlords-Drug barons for whom he fought for their re-admission in the List of the nominated parliamentarians which was done yesterday before the presidential election. All this factors made even the parliamentarians linked to the puppet leaders allied to the Tigre rebel and vote in bloc refusing their Whips-warlords-Puppet leaders to vote for the incumbent President. What a historic day. For the first time the parliamentarians chosen by the warlords-puppet leaders decided to vote with their minds and hearts free from those oppressive groups and voted for Change, Somali national interest etc.
      Last but not least the Somali Civil society  and the International Community in Mogadishu have encouraged and nurtured this would be Change and have taken a neutral role when came to choose  the successor of the incumbent president. Who are the winners and the losers? My guess is for the first time the Somalis have chosen democratically a leader who is not under the influence and dictation of the Ethiopian regimes. Secondly a leader who is not blatantly linked to the Al-Ittixad business cartels, Warlords-drug-barons and puppet leaders. Change has come to Somalia. But I suspect all those reactionary forces will try to stop this change and will work very hard to make things difficult for him and the Somalis in general. I believe the international community and Amisom must show strong  commitment to fight against  the enemies of Change in Somalia and that they will stand for what the Somali people have chosen. This new President needs a strong team of like minded technocrats and intellectuals which are not linked to corruption and past mismanagement plus broad-based plans to solve all ills and problems like the issue on institution building in a national federal government .Wait and see.

The next genaration of Tigre-sponsored- government ? Wait and see

                   To tell the truth (political ) about Somalia in this last week has became a very complicated issue.
From 2004 when the first so- called government was installed in Maghabati,Nairobi by the IGAD group sperheeded  and lead by Ethiopia thinghs have been easy to interpretet because there was only one real actor and you followed that lead.What Ethiopia dictated was followed.Period.Now days thinghs look more convoluted and mixed up.More actors-regional and global  have came into play and more game-plans are and scenarios are being sold to the politician and the Somali clan- based political groupings. 
        The political game plan envisaged by the late Meles who was the teal kingmaker of Somali politics has succeeded almost because was executed  by the so- called group of six which was preparing and choosing the new members of parliament and the Clan-based  alliances to elect the new speaker and the new President , First premier.
          My analysis tells me that that plan succesed at least as 65% of the Parliamentarians are linked to the Puppet leaders who are Loyal to the Tigre regime of Ethiopia. and a mere 15%  is so- called Islamist linked to the incumbent President. The Nationalist and Democrats  are maybe 10 members of Parliament but well know and with a fiery stand on Somali issiues.The rest is opportunistic groups from every clans which will follow  the winning groups.
           At that point still things were looking and  could be understood and interpreted in the Old way Fashion and  the plans of the Tigre -sponsored puppet leaders was winning.But came the rejection of the Warlords- drug barons in the lists of the new parliament  and the puppet leaders looking  panicking and confused.There is the suspicion within the Warlords groups that the Tire regime is dumping some of them and retaining only the puppet Leaders. For the Ethiopians the Warlords maybe have became too  cumbersome and a dangerous political alliance.But they are retaining they strong alliance with the former speaker and the regional president of Puntland: this two are the real representative of the Tigre Regime of Ethiopia now in Somali politics. The incumbent president was left alone and that was one of the reasons him and his competitor the incumbent Prime minister went to the funerals of Meles in the middle of the presidential election to seek the approval and support of the Tigre regime.
          If you follow the the old scenario the new speaker has been elected by the alliance of some clans allied to the puppet leaders and other against them.The latest is the the new speaker has carved for himself a political space and would like to dethrone the Old speaker from which are the same sub-Clans and political group.Could it be true?

          The main contenders of the presidential election which would be held tomorrow  are from my point of view: the incumbent prime Minister,The incumbent President and the former Prime Minister Mr. Formajo and two new contenders in the name of a professor Samantar and Mr. Badiyow a declared brotherhood- Islamist with nationalist credentials.The first two enjoyed the support of the Tigre regime in the last three years and my opinion is the Addis-abeba  regime will stand by one of them. Mr. Formajo who is liked by most Somalis and started the current change in Somalia is hated by the Tigre because he doers not accept the sub-division of Somalia in  a Confederate State.
      The latest in Eastleigh is the former Speaker has asked Mr. Formajo and Abdiweli the incumbent premier that if they wont the votes of his regions-Clans they must promise the amnesty from prosecution for him and the warlords-drug barons. The only new story is if the new Speaker will stand for a change or his Clans- mate and those of the North west members of Parliament will follow the lead of the puppet Leaders linked to the Ethiopians. All other MPS are strong supporters of the President or the Prime minister.Wait and see.

New MP'S ? Maybe a new Era? WAit and see.

                   New MP’s ? Maybe a new Era? 

           Last week was a very different week because a new Somali Parliament was inaugurated on the 20 of August and all news was on  the death of the PM of Ethiopia who was the real Ruler of the Somali Republic. We all know that Somalia has been “  a perpetual failed State” “run by puppet Leaders and Warlords-Drug-barons” for the last twenty years and this thanks to the Ethiopian regimes of Menghiste and Meles Zenawi and the Somali- Wahhabi-Salafist Movement of Al-Ittixad Political movement who later became the I.C.U/Al-Shabaab and its ally The Al-Ittixad business Cartels.

       I will start with the Death of Meles.Let me say more to the Ethiopian Establishment  and Tigre Elites who Rule that country  this was a shock and loss to the Somali Puppet Leaders of Somaliland,Puntland and the TFG incumbent politicians of Mogadishu specially the Incumbent president and the Former speaker of Parliament till August 20.Why? Mr. Meles was the most powerfull politician of the Region and was the one who dictated where the Somali Agenda was going and where will go. Who will be the next president of Somalia and the next Speaker and Prime Minister. He was the man who planned and made implemented the new Somali Constitution ( a concotations of norms which will make Somalia a Confederal State) through the “Somali puppet leaders” and to give you an example made a so-called state a town with less than 5.000 people in the central regions. There was a game plan by the Tigre regime of Ethiopia on who will be the next members of Somali Parliament. The demise of Meles was a Game –Changer at least for some parts.

          Another example of how the late Meles was influencing the Somali Politics was how in Somali talk shows he is  mentioned and there is even a controversy on Who sends a condolences and if that is un-Islamic and against the Somalis. What uproar..

      The other factor which influenced the composition of the Members of the parliament is for the first time the international community which is the paymaster of the Somali TFG , AMISOM and so-called  Somali regional States has requested and got a vetting process in the selection of new MP’s. This new vetting method has denied the Warlords-Drug-barons to be anymore member’s of Somali parliament, some of the Al-Ittixad business Cartels representative and puppet parliamentarians linked to Ethiopia.

       The Somali people-citizens rejoiced for this new bold move which was meant to improve the quality of the parliament and the process to have accountability for the Somali-citizens. Things are not so easy in Somalia. The incumbent president, the former Speaker who are the best allies of the Al-Ittixad business cartels, Warlords-drug barons got so angered that they started threatening the Somalis ,the International community and as usual they manipulated those UNPOS and Amisom representative to tell the world and their Countries namely Uganda that with out the warlords,Al-Ittixad representative and this pro-Ethiopian candidates to be members of parliament  there will be Chaos  and back to civil-wars.

           This warlords-drug-barons which directed,started and fomented the Somali civil wars from 1991 were the individuals the incumbent president was fighting for. Anyway Mr. Mahiga and officers of Amisom have pushed the international community to relent on the Rules and maybe admit as members some criminals-warlords and friends of the incumbent President who are former members of I.C.U allied to al-Shabaab. As  I know from yesterday my estimate is the pro-Ethiopian groups have got 20% to 30% of the members and the all_ittixad almost 15% to 20% of the total members of the parliament with at least 36 members remaining to be nominated.

If we compare to the parliament of Mbaghati, Nairobi of 2004 and the following compromise- parliament of 2009 there is a reasonable change but nobody can be sure till know if they will be influenced of the Old politics of following the Agendas of the All-Ittixad and warlords-Drug-barons,pro-Ethiopians puppet leaders. There are some more enghlitened, intellectuals and democratic individuals than previous parliaments but we still do not know if they will be corrupted and or stand for the rights of Somali people-citizens and the Unity of the Somali Republic.

          Within the selection of the Parliament there was going on the game of the election of the future president and Speaker. The type of the members of the Parliament would decide what type of leaders we will have and what direction the Somali  national politics will take. Already is started the campaigning for the speaker and that  of the President and ugly tactics of Fear-mongering  are being used like if I am not elected there will not be any Somali political process  and Amisom will not be in Mogadishu to fight al-Shabaab. This fear mongering tactics are from the incumbent president, former speaker and the Old pro-Ethiopian puppet leaders and their allies the Warlords-drug barons.

 They are afraid of the new crop of Leaders who are from the Diaspora which have plans to Change the old Status quo and have a Somali not anymore sub-divided in mini-clan enclaves to be  recognized as would be Sovereign States under a new Confedarate State envisioned by the so-called new constitution.

         There is a fierce political warfare going on in Mogadishu at this moment between those who would like to have a new dawn for the Somali Republic and the Somali –people citizens and those of the Old Guard which would like to have the Old status Quo. Who will win? Wait and see.

                       Last Saturday was a historic night for Somalis living in Nairobi,Eastleigh the second capital (economically) of the Somali diaspora. But let me  first explain the connection between  Mo Farah  the Somali- Briton who won the 10.000 M race on Saturday night and the so-called president of the Somali Republic Sharif Ahmed.. Mr. Mo Farah is born  in Mogadishu and the other is president of the Somali republic which has as a capital the City of Mogadishu. One has so meticulously planned his  training and race and has won with ease in the face of all those east African runners specially the Ethiopians which thought they "run the show" for very long time.The other has been manipulated by a Cabala of Somali  politicians ( including his own staff) and  came to  for presidential race with out all the armory, tricks and game plan necessary to-win and has a remote control the Ethiopian-Tigre  regime  One was in London with a cheering, ecstatic  crowd , the other sleeping a sleepless night in a Nairobi hotel after meeting Hillary Clinton the U.S secretary of State and his own friends in the "Gang of Six" who revolted against his political plans.One was a winner the other a loser at lest for the "Time being"..There there ends the comparisons.

                  In Somalia we are at the last gasps of a  regime which have for at least technically  governed Somalia from 2004 and  with the blessing and " nominations as puppet leaders" by the Tigre Regime of Ethiopia with the background support of IGAD the regional Authority.. A lot of water has passed under the bridge and  the new "Game Plan" of the Tigre Regime and his allies in the region and Globally do not plan to have as Presdent Mr. Sherif Ahmed the incumbent  came August 20 -2012 when will be held the election of the new President of Somalia.Why? Why not? What has happened?
           Mr. Sherif has followed at length all the suggestions and political "Road map" of the Regional actors and he accepted and promoted the subdivision of Somalia in Beak-away republics . First he de facto  recognized as  an  autonomous state at par with the Somali republic the region of Puntland by permitting them to sit at the same table and signing those "game-plans" called the Roadmap and the Garowe agreements. But more significantly  is his  the meeting with Mr. Silanyo of the self-declared Republic of Somaliland  and signing of a memo as equal partners like two different States.. Mr. Silanyo is another  "puppet leader propped up" by the Tigre Regime whose main Agenda is to have a new Republic carved up in the North West of Somalia and sell its Gas and Oil resources to China to have the recognition as a Sovereign  State.What a mess the Sheriff has made at  all in the hope that by following the Agendas of the Tigre regime of Ethiopia allied to China and Iran he will be promoted to have  another four years at the helm of Somalia.More to that  he co-signed and accepted a new so- called constitution which will make Somalia a con- federation of states  all equal,Clan-enclaves and each one under the hegemony of the Tigre Regime of Ethiopia , China, and Iran.( for background information see my old comments and opinions-analysis from October 2011.(

The main reasons the Somali republic whose-people-citizens speak  the same language- Somali which  have the same culture-Somali, and same ancestry-Somali but clan based as traditions and culture requires  is to be subdivided is  to take over its Oil and gas resources. And to do this the Tigre Regime of Ethiopia has for a very long time planned and executed  a strategy which the Somali Republic  will-be sub-divided in  mini-Clan - enclaves all new Republics. The New so- called Constitution has as  legal basis  that strategy..You will ask why not have one Somalia under the hegemony of  Ethiopia? If you have one Somalia the Oil and Gas resources of the Somalis  which are the  the main reasons Somalia is being subdivided cannot be under the Hegemony of Ethiopia and its allies mainly China and Iran.. From the 40 '  50 " 60" American and British companies have explored  and got concessions( last from the Siad Barre regime) of  almost all Somali inhabited territories of East Africa including the Ethiopian region( Halie Selassie time) inhabited by the Somali-speaking called region five which is situated on the East side of the Republic of Ethiopia. First the Ethiopian-Tigre  regime would like to control the National resources( Oil and gas) of the Somali Republic and secondly they would like to exploit with out giving the due rights( on any Oil and Gas resources exploitation) the inhabitant-people citizens  of region five of Ethiopia. To have all this plans the Tigre must have a sub-divided Somalia in Clan- enclaves new republics and control all the political systems  of the Somali Republic in alliance with domestic power brokers like  the Somali All-ittixad Business Cartels and Somali puppet leaders/Warlords-Drug-barons.
                  To came back to my main topic the Tigre regime does not see the incumbent President Sheriff be fitting in their plans because he is not from Puntland and Somaliland and cannot be entrusted with the strategic game to have Somalia sub-divided without any fuss or controversy from the international  community. The Tigre need a President who can be said he will execute  those plans and tell the whole world that is the way the Somalis would like to live and chosen by them democratically.. Could the Tigre succeed another time in their game Plan? Wait and see..

Somalia as Confederate state with five new Sovreign States..

 The new Somali constitution by Meles / Farole and “Gang of Six” to make a Confederate  State of Somalia without the Will and Consent of the people-citizens.

             This comment-article will be short and will look only at the political side and not at the unconstitutionally of this document and will not analyze in detail the articles of the now” notorious” new constitution. I am still preparing one by one the articles and the “contradictory” meaning they give to this document and legalize a “would be” Confederate State of Somalia without the knowledge and consent of the Somali-People-Citizens.

What is all About the Agenda behind this new Constitution?

I will not repeat myself bit by bit (please go to my site wardigley.blogspot.com to know how this things have evolved historically and the influence of Ethiopia and China) but only the last part of the deception to have this document.

For the last six  months the “notorious” Gang of six which are made of the president of the Republic of Somalia, the Speaker of the Somali Parliament, The self-declared president of Puntland,the self-declared president of Galmudug and an outfit made by the Ethiopians called Sunna-Wal-Jaamaca.Plus the the so called  technocrat PM of Somalia.

       

              This groups with their master Mr.Meles Zenawi have hatched the conclusion of a political game plan in which the Somali people citizens and the International community will be deceived and at the   End of a so-called process called Road map and the “New Constitution” they will succeed in their more than  two decades long  plan of having Somalia sub-divided in breakaway republics. How?

           Mr. Farole who was the leading actor for the cabala and Meles in the matters of the subdivision will play very carefully this in all the so-called negotiations of the so-called constitution between the “Gang of six” for domestic and international consumption. Just to give you an example three months ago after a meeting by the Gang of Six the headline in all international news were the Somali leaders agree on a federal System. First of all you can see from the beginning the discourse and narrative of Constitution making process was changed and given the Rights of the people to this So-called Gang of six. But we all know Nobody can change the Institutions of the Republic, the Borders, the Sovereignty and Unity and how the Somali people-citizens have decided their Republic to be with out their Will in a free and fair referendum.

     Mr. Mahiga who was the only one not part of the Gang of six was used( or maybe I have always believed was part of the problem?) as the man to tell the international community that every thing was going well and there was a hitch here and there and it will be smoothed before August 2012.The Idea was to arrive close to that date when nobody can do anything about this and it will be fait comply  and everybody accept  the will of the people of the Constituent assembly. In reality every thing is so choreographed by the Gang of Six of Meles and the Somali –people citizen “have not got any voice in the whole Saga”.

This so called  “New Constitution” was released  at least five days ago to the Somali Community elders and on the spot  some of them have found out how things were bad in the “document” and the Ultimate agenda was to sign from this elders the acceptance of the sub-division of the Somali republic. The words of the articles  “ the federal member states” of the Federal Republic of Somalia mean the as Mr. Farole has explained different times” that Somalia will be made of a Confederate State in which all member states are equal”. This cammuflage to use this meaning less of words of federal in different times is part of the game.Secondly there are articles in which the States decide by themselves what they like to do as a sovereign entities and others articles were there is an  interstate  Commisssion Between Sovraign states like a Confederation. But the most compelling part is the  article on the concept of Federalism in the new Constitution: you can see here the idea is to have a Confederal System but still cannot be say out and loudly. The Somali president does not have the powers to decree by himself,order the printing of New Currency or Commission new currency.This are tasks of the Prime Minister and the Ministry of Finance.After the Council of Ministers have approved must be made Law by the Somali parliament.Its quite a process in which even we will need the input of the Somali Central Bank.In other words the council of Ministers and the Parliament have the last word on Printing,commissioning and decrying of new currency for the Somali Republic.May I add  there is not any functioning,reliable Central Bank and there are not clear cut Laws that will govern the administration of new currency.The President behaves like a Dictator who is thinking of ways to steal the National coffers and plunder the Somali economy with not legalized and transparent Acts by the government and with out the consent of The Parliament and the executive in charge of the economy.. I suspect the President would like to bribe with the new Currencies for the election of the new legislators and his own election came August 2012..I do not see any other reasons for his rush to a printing Company in Sudan at this conjecture of time.We also have the bad precedent that this same company was used by the Notorious Speaker Mr. Sheriff Hassan when he was the Minister of Finance at Mr. Sharmarke Premiership in 2009-2010 and printed billions of Somali shillings without any accountability. .Most important after the London Conference the Somali government have signed an agreement with the U.N and international community on financial matters in which Somalia has a partner when it came to financial issues .Which means they cannot take decisions alone on financial issues .What is going on? Why even at the end of his transition the President is behaving like an African dictator who thinks he has only"subjects" not people-citizen and Somalia as his homestead.Wait and see.

I would like to share the thoughts of the U.K ambassador with you and I hope everybody will comment.For me its "All Wishful Thinking " what the ambassador is saying.In Somali we say 'fari kama Qodna" which means there is still a lot to do in idiomatic way or its just the beginning. To make short my comment there is an "Established Regimes" with its own Al-ittixad business Cartels,"puppet leaders".warlords-drug-barons and military systems( intelligence,immigration and police force ) all loyal to the Powers running the show and allied to the Meles regime of Ethiopia..The problems of Somalia its not only Al-Shabaab-maybe the number one enemy-but all this other groups are part of the problem and would never(?)r accept a democratic,transparent and accountable State in Somalia.A state where the Rule of the Law is supreme and the people elects and chooses its own leaders.This emphasis on the transition is part of the deceiving game of this groups why they will came back and Rule after August and will continue to exploit and infringe on the basic rights of the Somali people citizens.Unless this groups face what we call " International accountability" for their crimes against humanity and all the money and assets they stashed in Nairobi and Dubai is frozen/blocked and given back to the Somali people things will not change.This ruling/cliques/ elites who have the power in Hargheisa,Mogadishu and Garowe have the political support and assistance of regional powers , some Big powers and have unconditional political alliance with Ethiopia.They go to meetings for the last twenty years and have seen of all colors and deceived everybody posing as representative of Somali clan/communities and in general Somali people-citizens.Like every dominant group for a very long time they do not believe they could be replaced and they make/ believe the 'masses" that they are the "only one" doing their Clan or sub-clans interests.They have reverted to use the Old methods of the Siad Barre regime that only loyalty to them is what is needed from the Bureaucracy and the Security services to be promoted and enrich themselves. By bringing a New Constitution is what the world is believing will change things in Somalia.They are totally mistaken and this Regime of Warlords-drug barons,Puppet leaders and Al-Ittixad business Cartels is not worried at all about this" so-called Constitutional order." I will wait after August to see the world came to realize that the fight against Al-shabaab is the easiest part of the "liberation of Somalia" and the hard part is this anti-democratic forces which are themselves allied to Salafist/Jihadsit.Wait and see.

This so-called agreement is illegal and unconstitutional.There is not in the world any State called Somaliland or any president of it recognized by the Somali Republic.My opinion is what has been cooked in Dubay will not hold for legal reasons and political reasons.The Clans of Somalia cannot have anyone of its own , its so-called beak-away State and the so called president of Somalia Mr. Sharif Ahmed do not have any authority in any legal means to recognize So- called Somaliland. Both Leaders are playing hidden agendas which only Meles has supported all this years but will fail and fail badly.The Meles regime has an hegemonic agenda but more dangerously the Al-Ittixad business Cartels of so-called Somaliland and South-central Somalia namely Mogadishu are in Agreement with the Tigre Regime of Ethiopia. To subdivide Somalia under the Hegemony of Ethiopia and have the All_ittixad Business Cartels groups control the economies of both regions of Somalia.This "puppet leaders" of Somaliland and Mogadishu-TFG do not care about the National interest of Somali Nation-State and its people-citizens as whole.Every group controls its spate of territory and economies , its political apparatus for the benefit of a minority of clans or a Clan.In that way the Ethiopian hegemony is preserved and the All-Ittixad business cartels would control the economies of both territories with their Companies/Cartels based on Clan groups.More to this both Oligarchies of Somaliland and TFG-Mogadishu have their own agendas with China on Oil & Gas and the sub-division is better for them to control this resources in a private way.The other issues is dividing the Somalis you can Rule on them better because every Clan will be suspicious and will defend a new Type of nation-hood based on Clan.My conclusion is every Somali who cares about the Somali nation must oppose this Sinister agenda of the All-ittixad business cartels and the Tigre regime of Ethiopia.Wait and see.

Lat night I remembered that we have to tell the Ethiopians and the China governments that in the U.N Charter there is the right of self determination of people but NOT for CLANS like in Somalia.Those governments I mentioned above I suspect they are supporting that kind of dreamlike project which do not have any legal basis.State-Nations are based on the concept of the self-determination of its people to have their own Nation and self Rule for their own people.In Somalia we are of the same people-Somalis,same language-Somali ,same culture-Somali and same Religion-Islam.There fore I do not see how we can use the right of self determination unless there is a new school of thought started By Meles based on the concept of self-determination for Somali Clans.This Idea of every Somali Clan having its own so-called State is a Project of the Tigre Regime of Ethiopia in which Somalis see other Somali Clans as their first enemies and the Ethiopians as their primary friends-brothers.This animosity and hatred is made between Clans and regions of Somalia for the simple reasons of having Somalia sub-divided in Mini-clan-enclaves and use their national resources of OIL and Gas to dominate them. Such states like China,Iran,Russia and France are part of the project being allied to the Regime of  Meles.Unfortunately my Somali brothers are focused only in this internal wars and in the subdivision of their Motherland.Wait and see.


By Law there are not" two" presidents t in Somalia but just one.The British government by encouraging and sponsoring such kind of baseless Statements by " Somali Puppet" Leaders in Mogadishu and Hargeysa are infringing on the Basic rights of the Somali people-citizens to choose their destiny and have their own nation-State.No Law have till now emended the Act of Union of 1961 and no Referendum has been nae to ask l all Somali people if they like their Beloved Country dismembered and made small entities controlled by the Tigre Regime of Ethiopia..The Ethiopian regime have planned and executed the sub-division of Somalia in Clan enclaves so- called break -away Republics from early 1992. That is the reason of the existence of the so-called State of Somali land. Those inept and corrupt " puppet leaders " in Mogadishu which are not also legitimate do not have the Right to recognize or meet any so-called president of so-called Somali land. The Somali People-citizens must be consulted even in this period and not any action can be taken in this "transitional period" which would jeopardize The Unity, territorial integrity and Sovereignty of the Somali Republic.Even if Mr. Silanyo has signed last year a Memorandum of Understanding with the Chinese Government on the Oil reserves of the Nugaal Region Valley , Awdal Region .But those " puppet Leaders of Mogadishu do not have any rights to accept and appease those criminal Agendas which uses Oil as a means to sub-divide Somalia.Wait and see.

The Tigre regime have now shown the naked truth about their stay in Somalia.They will stay " in other words how they like and where they like".Period.This also shows the weakness of the Western powers which are paying for Amisom army which is also in Somalia and how the East African governments and African Union are power less when it came to the Hegemony of Ethiopia..The Somali Clan- communities do not like The Ethiopians army or its hegemonic policies but are made hostage to them by " puppet leaders" which some are afraid their time in power is coming to the end.Therefore the Tigre army must be there to propel its hegemonic project about Somalia.When there is not any Ethiopian Army even Al-Shabaab looses the "catalyst "factor which is the Ethiopians army.Waitb and see.

Last week the Government of the United states has finally came out of the sit in the sidelines of Somali issues and they have shown they are the only power which can have a "big" stick for  the solution of the Somali long-time  nightmare.
The Istanbul resolutions have reiterated the long held international stand that the Somali sovereignty ,territorial integrity and Unity are inviolable( therefore putting for the time being things in clear perspective) but has not made any declaration on how to end the long Rule of the Somali "puppet leaders" and bring to conclusion the fight against Al-Shabaab.The three things the U.S have done in the last week are some how Historical: a) going to Mogadishu,b) Putting the Al-shabaab terror group leadership in reward scheme for whoever gets information on them, c) Telling the warlord-drug-barons and" puppet Leaders' that if they obstruct the Somali "Regime change"of August 2012  they will have their accounts frozen as a reward. Anyway the money owned by this warlords-drug-barons and Somali "puppet leaders" is stolen ,ill-gotten wealth from the Somali state and people.

Lets start with the visit.By going to Mogadishu Mr.Carson the U.S "boss" for Africa has shown the  world the geopolitical interest of the U.S for Somalia and how they are serious, committed  on Somali issues.Miss Frazier has visited Mr. Abdullahi Yusuf the president of Somalia  at that time in 2006-2007 time in Baidowa(Central  -west regions) but nobody came to Mogadishu all this years except a black-American senator some years ago. Its true that the U.S was the biggest donor in the Somali scene in relief / humanitarian aid plus paying for the African contingent Amisom  but that was not enough when the  Somali Political Agenda was set in a quasi-colonial mode by the regional powers specially the Ethiopian regime of Meles Zenawi.
By going to Mogadishu directly and stating their  aim to the Somali-people citizens the U.S can bring hope to  Somalia.Secondly by putting money on the head of the most powerful leaders of the terror group Al-shabaab  the U.S have shown that they are the only country which have the "Big stick" and can assist in concrete ways the demise and defeat of  this Jihadist  groups. But we must be careful  in thinking the Salafist/Jihadist Al-Shabaab  are the only group which are anti-democratic and against the Rule of law and participatory democracy.There are also the All-Ittixad business cartels,Warlords-drug-barons and the Puppet leaders  who have been allied to Al-Shabaaab for a very long time and still control the economy and the Political scene.
The other big change in U.S politics is going out clearly against the spoilers which we all know are the warlords-drug-barons and the "puppet leaders " who have been installed by the Ethiopian regime of Meles .By stating clearly  that if this groups obstruct the Somali political process geared toward a New Constitution and a "'Regime change" their Banks accounts will be frozen it was a Big Knock Out for those groups. This criminal groups "purporting" to be politicians and administrators of Somalia have amassed  a vast amounts of Money( together with the Al-ttixad business cartels my estimate is about between 4- to 6 billions U.S Dollars) which is deposited in countries where the Rule of Law protects them and they are in the same time having Hostage the Somali people-citizens rights to have rule of law and Democracy in Somalia.
I believe by having International accountability for this criminal gangs is the only way the Somali people can be saved from the continuous Failed State status and they can choose the regime and individuals they would like to ruled upon.Some steps have been taken forward but we can never think the game is over or we are half  the road  but this maybe is the first big  salvos in the long struggle to have Somali people-citizens  rights restored and the Re-establishment of a viable Somali Republic State.Wait and see.

The British government efforts on Somalia political process and re-establishment of a viable State could be praised . But we must take into account and be aware of those States and Somali Warlords-Puppet leaders which have made Somalia what is now: a totally failed state and a society which its economy and culture are dominated by Salafist groups.We need a long term Partnership between true and honest Somali leaders and the International community,a real Ownership of the process by the Somali people-citizens and the most important subject of National Institution Building , Nation Building in partnership with the Real-friends and brothers of Somalia.States like Turkey,U.S .Egypt,U.K,Saudi Arabia, and Qatar must be part of the process to rebuild the Somali national Army,the public institutions like education and health . The U.N must help the Somalis with a program to re-train the public service like those programs they have done in the 50' and 60" when they participated in preparing the future leaders of Somalia before independence. The Sovereignty ,Unity and territorial integrity of Somalia must be respected by the front-line states like Ethiopia,Kenya and Djibouti. The project of sub-dividing the Somali republic in Mini-Clan -enclaves which are called regional states looking for International recognition must be ended .Somali troubles could have been resolved a long time ago if the regional States mainly Ethiopia have stayed out and not meddled in Somalia Affairs from1991. The meddling of the Ethiopians have helped establish in Somalia the Salafist/Jihadist groups which are now waging an insurgency campaign and controlling large spates of the territory of the Republic as the Al-Shabaab  and All-Ittixad Business cartels which controls all the economy of Somalia and East Africa owned by Somalis. Wait and see.

I have listened to the Voa Somali radio program on new Somali constitution Yesterday about the "missing borders" in the draft constitution. Let me add the Transitional Charter of 2004 made in Maghabati, Nairobi there were not a clear delineations of Borders.There is not also in the new one .Why? For the simple reasons the Ethiopian government would like one day to recognize the so-called regional States of Somali land and Puntland therefore by putting the borders in the new Constitution will hinder that process. If you put the borders in the nw constitution and the Ethiopian government recognizes the Somali State means they recognize also the borders. The other thing is we have borders with Ethiopia and Kenya already by what we call in Law "de facto" which means there are the borders made by he colonial times and are used in all Maps of Somalia and international maps.In other words the borders are there but not recognized by the Somali State of Siad barre and the one of the 60".We must put the borders in the new Somali Constitution "de jure" by Law to forestall any future Ethiopian Agenda and leave in peace with our neighbors.Somalia today and in the future will not have as a plan any territorial ambition but our neighbors must respect our territorial ingrity and our Unity as a Nation -State.Wait and see.

If the regional powers-mostly Ethiopia and IGAD stop meddling in Somali affairs and standing by the Warlords-drug-barons and the so-called Regional Leaders in their secessionist Agendas Somalia will have a hope. If not the things will be more difficult to solve.The Ethiopians and Eritrea would like Somalia to be in this state for a long time to came to cover up their dictatorial regimes and exploit the wars in Somalia to prop up their economies and get Kick backs for their corrupt elites. The Other group is the Salafist/Jihadist which are the Masters of Somalia economy ,education systems,Culture and are fighting against the Somali fragile government.The International community and the Somalis must find concrete plans and strategies to solve all these Problems.Wait and see.

The month of May is when all the mother of Somali politics was started in 1943,excatly on 15 May.It was when the Somali Youth  Club ( S.Y.L ) was opened in Mogadishu  which was the first nationalist political movement in Somalia.Other groups will came up in other regions in British Somali land and the Bay and Bakol regions  which later will culminate in the struggle to liberate the entire nation from colonialism and "establish" the Somali nation-State in 1960 fore all Somalis.
Now lets came to May 2012 in Addis-Abeba where the pro console( as Meles sees them) of Somalia are meeting and two items are on the Agenda: the new constitution of the Somali Republic and the the new incursion of Meles to take over Kismayo in the South of Somalia.Meles the PM of the Tigre regime of Ethiopia has from the 1991 had a clear-cut policy for Somalia: subdivide that state nation in at least five or six  mini-clan-enclaves States which will will be a confederate State under his Hegemony.In other words Somali will have five or six Presidents which will fall under his area of influence like one of the so-called federal states of Ethiopia.The Majority of the Somali leaders at the meeting decided on a Federal-regional system of Governance but this will be applied only after a  referendum in which the Somalis of every clan-communities will be asked their opinions and what they would like for their Nation.
Two of the Leaders Mr. Farole and Mr. Caalin sided with the  Meles project but they were defeated by the Majority and told that nobody have the right  to sub-divide the Somalia Nation  without a referendum.
the other item was decided that Amisom have the mandate to decide about the Military operations against Al-Shabaab and already an Amisom contingent is close to Kismayo area.In other words another hegemonic incursion by the Ethiopians  was vetoed .Period.
The other good news all coming in May is the convening in Mogadishu of the new Somali Constituent Assembly Elders which has brought some acrimony and recrimination  from those allied to Meles but at the end started its working .This Elders with some members of Somali civil society like Women, Diaspora ,business people will all be part of the constituent assembly which will approve the new proposed constitution and will choose the next interim members of Parliament which will elect in mid August the next interim president.
The new Big Brother of the Somalis the Turkey Government opened on Istanbul a  meeting from the 28 of May for the Somali Civil society and Elders which made nervous and irascible the Meles Regime and his closest allies Mr. Farole of Puntland  and Mr. Calin of Galmudug.Both of them after a technical discussions with the Turkish government ambassador in Mogadishu went to Istanbul for the big meetings which the international community  will participate on Somalia.
My hope is that the Ethiopian government have seen the Light and there will never be a country called Somalia under the hegemony of Ethiopia. Secondly I also believe that with the new Constitution things will be clear in Governance and the administration of the country.The so- called transitional Charter of Mbaghati Nairobi was a piece of document which as meant to sub -divide the Country because there was not any clear mandate of the central government and the regions.
I  think after the new constitution has been approved the Mandate of Amisom have to be re-negotiated by the new Somali government and the Somalis will  direct the strategy and operations of Amisom and this new agreement have to be passed through the Parliament. As things stand now the African Union and IGAD are the Supra-National entities which decide the future of Somalia and the fight against al-shabaab.With the new constitution it could be started a project of Nation-Building in which the All-Ittixad business Cartels and the Warlords-drug---barons could be made accountable and the process of Governance would be made more National and transparent.I do not think things will be solved all in one time but is the beginning  for Somalia  and the re-establishment of the institutions of the Somali Republic.Wait and see.

In the year of 1993 the Somali Jurist association in a letter given to UNITAF( the international forces) and the United Nations which were running the country under a U.N Security Resolution asked for Accountability for the Human Rights abuses and war crimes committed during the Civil war by the Warlords and organized groups including the Siad Barre regime which collapsed 1991.It was discussed at the first Humanitarian conference organized by the U.N made in Addis-Abeba that same year but unfortunately the Somali groups/Warlords which were controlling spates of territory sub-divided in Sub-Clans refused any accountability for the crimes committed  during the 1991-93 period. I believe this warlords which were supported by Ethiopia mostly did not wont any real peace and reconciliation at that time nor they wont it now. A lot of water has passed under the bridge and the crimes have multiplied ten times and we are at a point that everybody believes that the" Norm  is impunity" and not the exception if  you are an officer  in the so-called TFG or so-called regional states. The Ethiopians and IGAD have adopted the same culture of killing Somalis as they were Colonial forces trying to subjugate the people-citizens of Somalia. I am writing about this groups( Igad and Ethiopians) because they are signatories of international covenants on human rights and the officers of Somali government are under also international Laws concerning the rights of Somali-citizens even when the State is Failed like in Somalia. Still armed militia representing different groups who says are representing Authorities inside Somalia  are killing people-citizens and for the last four months five journalist have been killed in Somalia including the region of Punt land.There is also the Al-Shabaab which is committing heinous crimes all the time against children and women like everybody and it also committing crimes of war, act of terrorism and has never been made accountable.But the main problem is that from 2004 (the Nairobi conference in which the TFG was installed)  the Meles regime and IGAD have sanctioned for Somalia a political architecture were the Warlords-Drug-Barons are the ultimate powers in Somali State  affairs.Be it in  the so-called state regions and the TFG .During the Ethiopian occupation of Somalia of the 2006-2009 the Ethiopian army have killed 17.000 Somali as has been reported by Human rights watch and Amnesty international. Maybe lets say 10.000 thousands Somalis ( I am giving the benefit of the doubt to the Ethiopians) were enemy combatants of Al-Shabaab but what about the rest which is more than 7.000 thousands civilians killed ? Why they have to be killed in in- discriminatory way?    Why the U.N and all international Human rights organization have not done anything about Somalia all this years? What kind of hidden agenda is at work? The United Nations security Council must pass a mandate in which all crimes against humanity ,all rapes against women ,recruiting of children in militias, the indiscriminate killing of civilians by Warlords,Ethiopian Army  and all Shabaab must be investigated and prosecuted by ICC.If we don't have justice and the perpetrators of all that injustices/crimes  are the "puppet leaders" installed by Ethiopia and IGAD for the Somali Republic, how we can  have Rule of law and a functioning federal  State? The London Conference as "usual" has accepted and sanctioned the warlords/Drug-barons,'puppet parliamentarians" installed by Ethiopia to also run the next government of Somalia after the 2012 August mandate.Wait and see.

" Regime Change or "Business as Usual" for Somalia?

For at least the last three years i am writing on Somali issues but till now I cannot find the reasons the International Community and countries like the U.K government which used to colonize parts of the Somali Republic could not came up with a viable policy originating from Somalis of all political shades on Somalia. To give just one example in Somalia and in the Diaspora there are the left( yes the Left and some of the them are based in London like the Kasmo.com newspaper.)) the right wingers( those who preach only sub-clan based policies and are best friend of Meles). ,The Nationalist, The Islamist who accept Rule of Law and participatory democracy, and the Jihadist( who are sub-divided in two groups like the All_ittixad Business Cartels and the Al-Shaabab group). But unfortunately the West and the U.S have always followed blindly the policies of the Tigre Regime of Ethiopia for the last twenty years. To make short my brief the last conference in London of February was a total failure as is the The Mahiga Plan nicknamed the Road map,the Kampala Accord and lately the GaroweI &II and Galkayo agreement between the so-called presidents of Somalia.All this political “game plans” are founded on the “basic” ‘game plan” of Meles of Ethiopia to have Somalia Sub-divided in Clan- and sub-clan Mini enclaves which at the end will be a  Confederation( with sub-divided Sovereignty)   in one Supra- State, which have the territory of the Somali Republic, controlled by the Ethiopians.In the meantime the economies of this mini States are controlled by All-ittixad business Cartels who already own all big corporations and have the biggest share of the economy like 80% percent( including the education sector,Health sector,agriculture sector, Real Estate and constructions,Hotels,Trade,Telecommunication ,Banking, Energy like electricity and now Oil and Gas ).You cannot talk of human rights when the So-called mini-states are there to subvert the basic rights of the people citizens by superimposing on them an Agenda which works for their enemy. The Ethiopians would like to-have in-Somalia a mini-failed States and the Al-shabaab the terror group ever present in Somalia.Already they have sent Mr. Silanyo to China and Mr.Sherif Hassan the Speaker of TFG to Iran.. There have been a political strategic convergence between All-ittixad Business Cartels  and the Tigre regime of Ethiopia  on the issue of Oil and Gas which Somalia has great underground reserves onshore and Offshore.  By seeking this new alliances with Iran and the China the puppet Elites of Somalia are running away from the West and looking for friendship and alliances to States which will not ask or even talk about Human Rights and an accountable and transparent Somali Republic . Also in this way those American,British  Companies which in 1989 for the last time have renewed their Oil concessions with the Siad barre regime will be defrauded of their rights with this new Mini-States acquired new Sovereignty.  I think that Somali problems must be resolved by Somalis and not so-called presidents of so-called regional states which are uttering all the time the Agenda of foreign countries.Somalis do not like the terror group Al-Shabaab but they need an "Alternative" which does not include the Ethiopians and IGAD.The Alternative is a “Transitional government made of technocrats ” from all Shades of political spectrum with the introduction of Chapter VII of the United nations Charter.The armies could be IGAD with out the front-line States plus Muslim countries,and other third world states.Their Mandate could be for Three years for ending the terror menace and do nation Building-Institution Building where Somalis are at the fore front.Things will not be easy but if the current plans succeed let me tell you things will get worse and will be a consolidation of power of this anti-democratic groups.The All-ittixad business Cartels and Ethiopians will be the kingmaker of Somali politics for years to came and the Somali people citizens of The Somali Republic will never get their rights as citizens.Wait and see.

Last Saturday I went to a meeting in which a friend and relative of mine was opening a Forum for Somali Intellectuals and business people at Laico Regency in Nairobi..I would not like to be nepotistic about this but that has given me the opportunity for me the see and listen to the most seasoned Somali Politician of this days.Actually is Mr. Ali Khalif Galeir a Professor at an American University in Minnesota. Mr. Galeir spoke about what we need today in Somalia and how things will get worse if there is not a Total Regime Change in the Somali Republic .He used the words of Tsunami  and earthquake as the type  of " change" we need in Somalia. In other words  he spoke about of what I call  "Gang of six" but added their Master team-leader Mr.Mahiga.and how their are planning to consolidate power for the Groups  in Power.He spoke about the Igad Armada now in Somalia which controls the Somali territory and nobody knows when they will live.I add that also they have at Ransom the Somali sovereignty  and territorial integrity..
He spoke also about the upcoming new Transitional Constitution and the "new game plan of the Gang of Six".He totally rejected everything on the pipeline by this "corrupt and rapacious" clique allied to the All-Ittixad business Cartels and the New colonizers of East Africa the Tigre Regime of Ethiopia
If you look at the so-called Somali media this days you will get that there is a so-called upheaval in the political circles of Mogadishu.The Warlords-Drug-Barons,the Islamist Warlords,petty Ruling elites  are all rebelling against the new order. I mean people which were  allied and linked to the All-Ittixad business Cartels and the Tigre regime  are starting to talk and look like they were in the opposition. They started Using the most Foolish and criminal language like " our Clan or Sub-Clan will use never accept this and that". In reality this groups have never reperesented anybody except in the Media which is used by the ruling elites to communicate its criminal agendas camouflaged as National and sub-clan interests.In few words everybody is afraid and anxious of the "Change" to came and is trying to react to manipulate and make it for the interest of the Ruling Cliques. The Ruling elites allied to Ethiopia and All-Ittixad business Cartels will never relinquish power easily which they were controlling for the Last twenty  years.Furthermore they dread the Chapter VII of the United Nations Charter to be used to make real" Change" in Somalia.This Elites has become so rich they can buy everybody linked, working on Somali issues to the tune of Millions of Dollars including the  Armada of IGAD in Somalia.  Mr. Mahiga is just doing their bidding..The Somali -people citizens have been  exploited and sub-divided in Clans and Sub-clans and the international community has been deceived and defrauded of millions of shillings all this years.Who controls the economy controls the Nation-State.. As in America the Industrial-Military groups which  controls  the political systems in Somalia the All-ittixad business Cartels control the economy of Somaliland, Punntland and the the South-Central including Mogadishu which is the center of this groups.
If the International community is serious about Somalia we need " a new transitional government of Technocrats" made of vetted and honest Somalis with the introduction of the Chapter VII of the United Nations Chapter in Somalia  including by making blue helmets the so- called Armada of Igad.But most importantly the Tigre regime of Ethiopia must be kicked out of Somali affairs at all..Wait and see.
