The month of May is when all the mother of Somali politics was
started in 1943,excatly on 15 May.It was when the Somali Youth Club (
S.Y.L ) was opened in Mogadishu which was the first nationalist
political movement in Somalia.Other groups will came up in other regions
in British Somali land and the Bay and Bakol regions which later will
culminate in the struggle to liberate the entire nation from colonialism
and "establish" the Somali nation-State in 1960 fore all Somalis.
Now lets came to May 2012 in Addis-Abeba where the pro console( as Meles sees them) of Somalia are meeting and two items are on the Agenda: the new constitution of the Somali Republic and the the new incursion of Meles to take over Kismayo in the South of Somalia.Meles the PM of the Tigre regime of Ethiopia has from the 1991 had a clear-cut policy for Somalia: subdivide that state nation in at least five or six mini-clan-enclaves States which will will be a confederate State under his Hegemony.In other words Somali will have five or six Presidents which will fall under his area of influence like one of the so-called federal states of Ethiopia.The Majority of the Somali leaders at the meeting decided on a Federal-regional system of Governance but this will be applied only after a referendum in which the Somalis of every clan-communities will be asked their opinions and what they would like for their Nation.
Two of the Leaders Mr. Farole and Mr. Caalin sided with the Meles project but they were defeated by the Majority and told that nobody have the right to sub-divide the Somalia Nation without a referendum.
the other item was decided that Amisom have the mandate to decide about the Military operations against Al-Shabaab and already an Amisom contingent is close to Kismayo area.In other words another hegemonic incursion by the Ethiopians was vetoed .Period.
The other good news all coming in May is the convening in Mogadishu of the new Somali Constituent Assembly Elders which has brought some acrimony and recrimination from those allied to Meles but at the end started its working .This Elders with some members of Somali civil society like Women, Diaspora ,business people will all be part of the constituent assembly which will approve the new proposed constitution and will choose the next interim members of Parliament which will elect in mid August the next interim president.
The new Big Brother of the Somalis the Turkey Government opened on Istanbul a meeting from the 28 of May for the Somali Civil society and Elders which made nervous and irascible the Meles Regime and his closest allies Mr. Farole of Puntland and Mr. Calin of Galmudug.Both of them after a technical discussions with the Turkish government ambassador in Mogadishu went to Istanbul for the big meetings which the international community will participate on Somalia.
My hope is that the Ethiopian government have seen the Light and there will never be a country called Somalia under the hegemony of Ethiopia. Secondly I also believe that with the new Constitution things will be clear in Governance and the administration of the country.The so- called transitional Charter of Mbaghati Nairobi was a piece of document which as meant to sub -divide the Country because there was not any clear mandate of the central government and the regions.
I think after the new constitution has been approved the Mandate of Amisom have to be re-negotiated by the new Somali government and the Somalis will direct the strategy and operations of Amisom and this new agreement have to be passed through the Parliament. As things stand now the African Union and IGAD are the Supra-National entities which decide the future of Somalia and the fight against al-shabaab.With the new constitution it could be started a project of Nation-Building in which the All-Ittixad business Cartels and the Warlords-drug---barons could be made accountable and the process of Governance would be made more National and transparent.I do not think things will be solved all in one time but is the beginning for Somalia and the re-establishment of the institutions of the Somali Republic.Wait and see.
