What the British should do for Somalia.

This picture of the foreign ministers of Somalia and U.K brings some pride to any honest Somalis who cares about the unity,sovereignty of the Somali Republic. Secondly i would also praise what the U.K is doing for Somalia.Here I would write what I have heard on the news: that the British government is calling for a second meeting in London for donors and the Somali government.I hope this time the British government have came to understand all the" issues" of the Somali conflict and why we have a "perpetual failed State" which have been re-balkanized in mini-clan-enclaves-regions-states.An economy which is run( all over Somalia) by a group of Business People who mixes religion- business-organized crime and have their own foreign policies when it comes to the future of the country.But the most dangerous thing is Regional powers who do not wont peace and stability in Somalia but in the same time "are part of the fight against the terror group al-Shabaab"A civil society groups which have been sub-divided in clans groups and even our beloved religion" Islam" is being used by regional powers to subdivide the Somalis.I think before the meeting the British government must consult with a small group of honest Somali technocrats and intellectuals of every conceivable clan and Sub-clan and prepare a short vision for the re-establishment of the Somali State institutions and a clear cut visions of the economical,political and technical and scientific needs of the Somali Republic.It must be tripartite including Somali academia mostly from diaspora and some at home,Bureaucrats and representative of the Somali State.Plus the civil society groups including the religious groups of Ahlu- sunna and the Wahhabi groups and the most important but in the same the most dangerous group" Al-ittixad business cartels which must be told that their game is over.Wait and see.

How to take the Land of the Somalis by the Tigre Regime of Ethiopia.

Here you can read an article on the hidden Agendas of the Tigre regime of Ethiopia for Somali Republic.One of the reasons the Somalis have been divided in sub-clan mini Clan so- called States is to recolonize them and take their land.This project of populating the Somali regions is going on also in the region-state of Puntland.In the new Federal constitution those puppet leaders of Ethiopia have put two  articles now amended which were saying that everybody who resides in Somalia for at least 5 years will be recognized as Somali citizen.The other one also amended was the borders of Somalia both maritime and territorial must be delineated only with the approval of neighboring states.That smacked of recolonization of Ethiopia /IGAD.They have been both been amended.This plan of bringing Oromos and Amhara communities  in the regions of Somalia is part of those plans.In the meantime the Somali-people-citizens are busy claiming or fighting about the rights of every clan for self-determination of having its own mini-clan-enclave State.We must came to recognize the reality of the region and came to understand that the right of self-determination is only for peoples and not Clans and Somalis are one People which are made of different clans.. Secondly if we continue on this political mess  of subdividing us our beloved Land will be taken over.Wait and see.

        In this blog i will rewrite comments and analysis i made on news of the visit of the Somali President in Sudan and a so-called agreement he made with Sudan.The other item is my rebuttal on an article by Mr.Ulusso on Somali issues.

I have a great consideration for the political skills of Mr.Hassan Sheik the Somali President but this 'would' be agreement that the government of Sudan will train Somali security forces and Police force its a"total' political and administrative mistake which i am still hoping is like those agreements that are ' only" on papers. Sudan is a "quasi-failed State which its President is in the list of the International Criminal court ,run by a corrupt elites who uses Islam as a political slogan but in reality is a dictatorship of a Military man with his own-tribe-groups.In other words Sudan have a lot of problems which they cannot solve by themselves.How a quasi-failed state can help another failed state like Somalia.? Sudan have been part of those States which were part of the making of the Somali problem by being allied with Al-Ittixad political movement and in the same time close ally to Ethiopia.I suspect the President have been manipulated by his security advisers and his chief intelligence to believe Sudan is the best bet for the training of Somali Security services( its the place where the security Chief was trained).The president forgets that Somalia needs a capable force which is not linked to any political group and servant of the people-citizens and the Somali Nation.If Sudan trains our forces they will be run by Al-ittixad business cartels which is the softer/smarter version of the Al-ittixad/Al-Shabaab political movement. Secondly who is going to pay for it? Sudan or another state which is allied to this Somali political group? Now the Police is trained by the Ugandans which is not a front line state like Ethiopia,Kenya,Djibouti,and have contribution from other African States and paid by the U.S and E.U via U.N .Personally i believe the U.N or the European Union/U.S must pay for the Police Training and they must undertake that task together with the current training by the Ugandans.We need sophisticated training which takes in consideration the needs of the modern world and gives us a Police force and Security services who are not working for one group of the political spectrum and highly respects the Political and civil rights of the Somali citizenry..Sudan police Force is a police force which commits human right abuses on daily basis because it is working for a dictatorial regime.We need to export/and train our forces with that model for (Somalia)? I do not think so and the President Hassan is wrong if he accepts that model and the suggestions of his security chief and his allies the Al-Ittixad- business cartels.Wait and see.

This writing of Mr. Ulusso historically is right and all who follow Somali history will accept it as accurate.But he "misses the point" that Somali problems have been made "specially" by Al-Ittixad political movement which its latest incarnations are Al-Ittixad Business Cartels / Al-Shabaab and the archenemy of the Somalis for centuries the Ethiopians and in latter years by the Tigre regime of Ethiopia.Clans and sub-clans have all the time been used by this groups to destroy Somalia and bring their Agendas to rule over the Somalis.There have been alliances between this two groups some times made by the warlords but thew were in competition other times.In other words Somali people-citizens are fed with the lie that their Clans hate each other and are in competition to destroy each other.Instead the Ethiopians from the 80" have used the Clan politics in the so-called opposition to divide the Somalis and from 1991 have made a warlord for every Clan or sub-clan to control the Somali clans.Chaos,continuous warfare and destruction of every institutions were the Agendas of the Al-Ittixad political movement and the Ethiopians.I was in Mogadishu when the Al-Ittixad political movement and the Ethiopians were United in the fight against the Americans in 1992-1993.The Ethiopians knew the Warlords they were supporting with arms and political patronage were allied secretly with Al-ittixad political movement.Still those political groups are in control of the economies and political spheres of the Somali regions and the Somali federal government.For this two groups a strong and federal government is a Failure.They need a confederate state organized in Mini-clan based regions, ,semi-failed state in Somalia.Please read my Blog at wardigley.blogspot.com if you wont to know more about Somali issues.Wait and see

Somalia has had a real year of "Change" with the election of the new parliament and the Election of a new President and Prime Minister/Government.Its maybe the first time after the Presidency of Abdullahi Yusuf A SOMALI Government who stands for the Somali National/Public interest is in power.A government I hope which will never again play "second fiddle" to the whims and Agendas of the hegemonic power of the Tigre regime of Ethiopia.A government which believes in the Rule of law and the human rights of its people-citizens regardless of which clan they are from.A government which is against the " Balkanization" of the Somali Republic in mini-Clan-enclaves run by Puppet leaders allied to Ethiopia.There is still the scourge of Al-Shabaab and its semi- close ally Al-ittixad business cartels,Organized Crimes in every aspect of trade,Drug-trafficking groups which have a deal with Ethiopia in the subdivision of Somalia and control the economies of Somaliland,Puntland,South central regions all part of the Somali Republic.But the most dangerous aspect which will need change is the "minds and hearts" of the Somalis which have been made to think as Clan-based community and not any more as One Somali community. The other challenging factor will be how to reconcile,bring together the two factions of our religion Islam in Somalia. Nobody talks about it as it does not exist this "explosive" division. Today Somalis pray in different Mosques in Eastleigh and most  parts of Somalia.There is a ' cold war" between the Ahlu- Sunna-Waljameca( Sufi-Islam) and the Wahhabi type of Islam which have almost become dominant from the 90". They both are in different spectrum's of the political divide in Somalia and some years ago there were an all out war. Still now the Ethiopians are arming Somalis(in a clan based strategy) in the Central regions in the name of Sufi- Islam but only for their hegemonic agenda to control and subdivide even in religious terms  Somalia.I hope the new government will take up this issue with the help of the Arab/Muslim countries.Another important issue for the new year will be how the Ethiopian government will decide to have a relation with this Somali assertive government who represent the Somali National Interest.They will accept it or as usual will fight to the end?I wish happy new year for all Somalis suffering under hunger,civil wars,in-justice and living in those regions under the hegemony of the Ethiopian and Al-shabaab armada in this moment.Happy New year to all mankind.Wait and see.

The last  three days may well augur well for the Somalis of the Somali Republic but it looks  as usual the Tigre regime of Ethiopia have other ideas. Let me start that the Somali refugees and business community(from Somalia) who are one of the richest groups in Kenya had a very troublesome last three weeks.There were acts of terrorism in Eastleigh and the Kenya government fed up with that  declared that Somali refugees must be repatriated without any agreement with the UNHCR.The arrival of the President of the Somali federal Republic Mr. Hassan Sheik and the subsequent rapprochement between the two countries( read the following article) have brought back the Somalis from an economic crisis and emigration/refugee crisis which was engulfing the mind  and activities of the Somalis.The two government have decided to collaborate on various issues including the issues of refugees and other pressing issues like the stay of the Kenyan Armies in Somalia and the fight against Al-Shabaab etc.The most important is the issues of Kismayo ( Lower region) and I believe the Kenyans have came to realize the policies of IGAD and Ethiopia were counter-productive in the long run for the stability,peace and development of the region as a whole. Kenya is going to have its "own input" in the border region of Jubbaland but not as the Ethiopians wonted to have a vassal state in the Jubbaland region of Somalia.I hope things went as I am thinking and would like.The President of Somalia has thanked the Government of Kenya for their assistance and giving the Somalis the opportunity to prosper as business community in Kenya. The other  issues I would write are about the new "game plan" of the Tigre Regime of Ethiopia and how I see the "the entourage" and some of the things the President has  said here in Nairobi at a Lunch for the Business and Somali Elites here in Nairobi.
The president is a "good"person well mannered and with  a clear vision for the future of the Somali Republic and how the peoples of the region  and government interact.He  already put in writings  his ideas which are the "guiding' principles" of the policies of his government.But the problem in Somalia there is a gap between what he is saying and wants to achieve  and the overall  architecture of the institutions of the State in Somalia and the personnel heading them.I mean those people of his "entourage" who call themselves the security apparatus of the Somali Republic.First they do not have any military training and secondly they have been nominated by the former president by being as him trained in Sudan and good friends of Ethiopia. The are plenty of Somali officers which had good training at Siad Barre era governments   which can do this jobs and are not tainted with human rights abuses.The other group of the entourage is what I call the "Ceel Macaan" Al-Ittixad Business cartels( Ceel Macaan is a port in north Mogadishu which was used by this groups for almost 20 years instead of the Mogadishu port).This group is mostly concerned of having the monopoly of the economy and control of  the political system.They were allied with the I.C.U and together with the former president they became allied with the Ethiopians in 2009.From that time they   also expanded their control on the political spheres and in the four years of the two Sheriffs reign( former president and former speaker)  become the most powerful in the Somali elites.They have also links with the Chinese government and business community and they would like to control the Somali national resources like Oil and Gas for their own benefit.They are still in power and the president must find a method to tell them that the government is a product of the Will of the people and their individual  and Wahabist-Salafist agendas cannot control the Somali national resources or in general the Somali Nation-hood or the National interest of the Somali Federal Republic.He must find the strategy to tell this business conglomerates who are against anything public that if they wont to  survive and be part of the economic structure of the country they must change their agendas and be just one group of the overall economic and political spheres not the only one.Secondly they cannot have foreign policies which are against the Somali national interests.Period. The other thing is as usual they offer money to any government which came to power and in that way corrupt the system and have undue influence in the making  and application of economic policies.This groups  have never paid taxes of any type to any Somali government and by paying so- called charitable huge amounts of money to the government they avoid to have any tax or accountable system to know their finances and "have a "not failed state" which is part of the economic system.The other big story is the Ethiopians having failed in the diplomatic spheres against the Somali government when it came to the Sovereignty to administer the regions of Somalia they have reverted to the Old system of dividing the Somali puppet leaders.The former speaker of the parliament who every body knows is pro-Iranian,China-man and best puppet leader of Ethiopia is in this days with a group of so-called parliamentarian in Addis-Abeba to plan with the Ethiopians how to stop the plans of the new President and bring back the Old Agenda of sub-dividing the Somali Republic in vassal states.I think unless the West and the Islamic,Arab world tells Ethiopia that their meddling in the internal affairs of Somalia and treating Somalia their own backyard to be colonized I believe Somalis will never have peace and Stability and Al-Shabaab fight will be endagered.Wait and see.

The Americans are as usual naive on Somali issues.The African Union or Amisom did not drive out Al-Shabaab without a big fight.My humble opinion is The Wahhabi-salfist of Somalia has divided themselves in different groups and the two main
groups are:Al-Shabaab the most radical which have foreign fighters and its policies are "partly" made by Al-Qaida.The other group is Al-ittixad business cartels made up of Business people,Organized crimes groups,puppet leaders all in this time allied with Ethiopia-IGAD,China,Russia,Iran and some western countries.From the 80" this two groups have a parallel lives with the Business cartels and puppet leaders leading from 1991 till 2006.From 2006 the more radical group of Al-shabaab emerged from the ashes of Al-Ittixad political movement and I.C.U and started having its leadership Role asserted with the Union of Islamic Courts. .From 2009 the Al-Ittixad business cartels/Puppet leaders made a strong alliance with E
thiopia-IGAD-China-Iran-Russia and started the strategy of weakening economically Al-shabaab to whom they where the main financiers domestically..Al-ittixad business cartels now was totally controlling the economy of all the Somali Republic and for them was strategically more convenient being allied to states who approved their long term interest to dominate the Somali economic infrastructure and indirectly the political system. There were now States ready to ally themselves with al-Ittixad business cartels,Puppet Leaders/Warlords-.Drug barons/Organized crimes to get in exchange the Somali national resources by subdividing Somalia in new Republics and support this groups. You can see this policy in the last U.N security council debate on the Somali Charcoal issues. States Like Russia and China stood for the project of Ethiopia-IGAD to waive the ban on the selling of charcoal.But I suspect things are not all clear cut and Al-Shabaab has started using the nationalist card plus the clan/regional cards to tell the local Ittixad Business cartels that they role will be usurped if the" Foreign Armies" succeed and bring new groups to control their regional economies and Foreign countries taking over their territory.The other factor is the Somalis are clan based society and sufi-Islam has been their main affiliation in Islam and the radical policies of Al-Shabaab have aliened them.But still those Clans who see their interest is better served with Al_shabaab are still part of it and fighting for it.But this fight is not Ideological but political by nature with also business interest connotations.
The African armies will never succeed in defeating Al-shabaab because their are part of the problem and would like with al-ittixad Business cartels to have a vassal-mini-clan-enclaves states under the hegemony of Ethiopia-IGAD and China.Wait and see.

History of the alliance between Ethiopia and All-Ittixad political movement.Wait and see.

Its quasi reasonable analysis of the Turkey role in Somalia. What I know is our friends Turkey one time has close contacts and business dealings Al-Ittixad business cartels which are allied with   Ethiopia and Al-Shabaab. Somali politics
is very complicated for those which are new comers and at first-sight if you think in black and white you will never understand it. Myself who has being involved in it for a very long time as a human rights lawyer and activist and lately as a blogger  it took me a very long time to understand it and came to know how the Islamist of Al-Ittixad business cartels could be allied with States like Ethiopia, China, Iran,  and France. First was about the hegemony of Ethiopia of the Somali territories but it became from the 90’ about the Oil and Gas of Somalia. For this reasons atheist State like China and Islamist-radicals like All-Ittixad business cartels are  allied. The masterminds of this alliance were Somali elites warlords-drug-barons linked to All-Ittixad political movement and in the same time members of the so-called movement-oppositions based in Ethiopia in the late
80".Later during the first conference for Somalia to reestablish a transitional government in Nairobi from 2004 the alliances was remade
 and strengthened including some”‘Ruling elites" of IGAD( Ethiopia,Uganda,Kenya,Tanzania,Sudan,  Professional Elites in politics, business, professionals in media-print and TV and Organized crimes groups of those countries.) and the governments of China, Iran, France, Italy, Russia. From 2004 the main agenda was to outsmart the Americans, The Arab world, the Islamic world  and have total control of  all  Somalia with sub-clans groups who call themselves autonomous regions-breakaway States and at the end have a Confederation of Somali States with names like Somaliland,Puntland,Jubbaland,Hiiraanland,Bay/Bakol land,Benadir land etc.In that way there is not anymore the Somali Republic but new states with new sovereignty and then the spoils would be divided between this international groups and Al-ittixad business Cartels who would control the economies of this new satellites states while the Ethiopians and IGAD will install leaders of their liking.
In the 80” when this quasi inhuman agenda was hatched the Regime of Menghiste needed to control Somalia by subdividing it in sub-clan based States. The two main leaders of the U.S.C- Manifesto group who said no to the Ethiopian hegemony were assassinated in Italy, masterminded by Somali Ittixad leaders’ members of the U.S.C and the Ethiopians, with the complicity of Italian mafia and the Italian intelligence services in April and July1990. The two were my  late father Ali Mohamed Ossoble who was one time vice-president of The S.N.M(1984-1987) and later president of the U.S.C Roma( 1989-1990) and DR. Ismail Giumale Ossoble who started the Manifesto group(1990). After
the assassination of these two leaders the U.S.C was taken over in Ethiopia-Nairobi by pro-Ethiopian groups and in Mogadishu by the All-Ittixad political movement members masquerading as U.S.C leaders. That is main reason instead of fighting against the Siad Barre regime for" regime change" the U.S.C started a civil war and the total destruction of the State infrastructures in Mogadishu and all over Somalia. The Militia of the U.S.C in Mogadishu  and the S.N.M( in the north) and S.S.D.F in (northeast)  were looting and destroying every system connected with the Somali state and started as a policy to have  sub-Clan Based regions-areas.
The other policy of Al-Ittixad is to take over the  economies of all regions of Somalia specially the Trade, Communication Hawilaad/money-remittances,the education systems starting from the madrasa to the universities. The policy of the Ethiopians to subdivide the Somalis in sub-clans groups which are fighting each other,have borders between themselves and ruled by Warlords/puppet leaders was made the main agenda. The ittixad Movement accepted this model agreed with the Ethiopian and conceal any accusation that they were controlling the political spheres  in all regions and central government.

Security Council, Adopting Resolution, Extends by Four Months

African Union Mission in Somalia, Adds Civilian Personnel

The Security Council this morning reauthorized the African Union Mission in Somalia (AMISOM) to maintain its deployment for four months, until 7 March 2013, while deciding to expand the United Nations support package for the Mission to additional civilian personnel.

Unanimously adopting resolution 2073 (2012), the Council authorized AMISOM to maintain its presence in the areas set out in its strategic concept of January 2012 for countering the threat still posed by Al-Shabaab and other armed opposition groups in coordination with Somali national security forces, in order to establish secure conditions for legitimate governance, reconciliation and the provision of humanitarian assistance across Somalia, which, the Council said in a resolution of 18 September, had recently made great strides in security and governance but still faced great challenges in both areas (See Press Release SC/10768).

Today’s move came exactly one week after the Council met under “unusual circumstances” in the immediate aftermath of Hurricane Sandy, which had ripped through New York, paralysing the city and forcing an unprecedented three-day shut-down of United Nations Headquarters.  With AMISOM’s mandate set to expire at midnight on 31 October, the Council had quickly adopted resolution 2072 (2012), which had authorized a short-term extension of the Mission — 7 days — under the terms of its existing mandate (See Press Release SC/10804).

With the current text, the Council decided to extend the logistical support package to a further 50 civilian personnel for a period to be determined by assessment and “on an exceptional basis and owing to the unique character of the mission”, underlining the importance of swiftly deploying them to areas recently liberated from Al-Shabaab in line with a request from the African Union.  In line with previous resolutions, it also requested the Secretary-General to continue to provide support to 17,731 uniformed personnel until the end of the authorization period, along with providing advice to the African Union on implementation of the Mission’s strategic concept.

In his most recent report on AMISOM (document S/2012/764), the Secretary-General recommended a four-month continuation of the current support package, with slight adjustments, awaiting the results of a thorough assessment of the Mission in view of the challenges ahead, to be conducted by the African Union working together with the United Nations.

Following the vote, the representative of the United Kingdom, which sponsored the resolution, welcomed its adoption, commending AMISOM and its troop contributing countries in their role in helping to “free Somalis from the dark shadow of Al-Shabaab,” and helping to restore their faith in governmental structures.  He said that today’s attack on the Somali Parliament showed the difficulties that remained in that context, but he firmly told the armed groups:  “You will not succeed.”

The Council, he added, must now re-examine some of its positions, including those on the arms embargo and the charcoal embargo in Kismayu, in consultation with the Somali Government and other partners, to give the Government the space to make progress on key priorities.  The review of AMISOM would allow the Council to set clear divisions of responsibilities and further readjust support.  The Council must do all it could to turn Somali hope into reality, he stressed.

Also welcoming the adoption and commending AMISOM and its troop contributing countries, the representatives of South Africa, Germany, Guatemala and India, regretted, however, that a more sustained extension of the support package was not approved through the text, and that the resolution did not address support for a maritime component of the Mission, as requested by the African Union, which they said was important for countering Al-Shabaab and piracy off the coast of Somalia.  They awaited the results of the assessment and work on the next resolution on Somalia to address such issues.

South Africa’s delegate, in addition, regretted that the lifting of the arms embargo, as it affected Somali national security forces, was not addressed.   Germany’s representative added that he would have preferred more sustainable funding be provided for AMISOM and that the proposed guard force for officials be addressed.

The representative of Somalia, finally, took the floor to stress the country’s progress in governance in recent months, including the appointment of an inclusive cabinet which included a woman as Foreign Minister.  All such progress had been achieved with the unfailing support of AMISOM and the Ethiopian forces, supported by the Security Council and the international community.  Now nation-building must begin for a country that had had no effective Government for over two decades.  He, therefore, welcomed the strengthening of AMISOM and additional support.  He had hoped, however, that the authorization and support would have been approved for one year, to better support the Government’s efforts, but nevertheless looked forward to working together with the Council on meeting future challenges.

The meeting began at 10:12 a.m. and ended at 10:35 a.m.

The full text of resolution 2073 (2012) reads as follows:

The Security Council,

Recalling its previous resolutions on the situation in Somalia, in particular resolution 1772 (2007),

Reaffirming its respect for the sovereignty, territorial integrity, political independence and unity of Somalia and reiterating its commitment to a comprehensive and lasting settlement of the situation in Somalia,

Recalling its decision in resolution 2036 (2012) to expand the logistical support package for AMISOM to include the reimbursement of certain contingent owned equipment including force enablers and multipliers,

Determining that the situation in Somalia continues to constitute a threat to international peace and security in the region,

Acting under Chapter VII of the Charter of the United Nations,

“1.   Decides to authorise the Member States of the African Union to maintain the deployment until 7 March 2013 of AMISOM, which shall be authorized to take all necessary measures, in compliance with applicable international humanitarian and human rights law, and in full respect of the sovereignty, territorial integrity, political independence and unity of Somalia, to carry out the following tasks:

(a)   To maintain a presence in the four sectors set out in the AMISOM Strategic Concept of 5 January 2012, and in those sectors, in coordination with the SNSF, reduce the threat posed by Al-Shabaab and other armed opposition groups in order to establish conditions for effective and legitimate governance across Somalia;

(b)   To support dialogue and reconciliation in Somalia by assisting with the free movement, safe passage and protection of all those involved with the peace and reconciliation process in Somalia;

(c)   To provide, as appropriate, protection to the Somali authorities to help them carry out their functions of government, and security for key infrastructure;

(d)   To assist, within its capabilities, and in coordination with other parties, with implementation of the National Security and Stabilization Plan, in particular the effective re-establishment and training of all-inclusive SNSF;

(e)   To contribute, as may be requested and within capabilities, to the creation of the necessary security conditions for the provision of humanitarian assistance;

(f)   To protect its personnel, facilities, installations, equipment and mission, and to ensure the security and freedom of movement of its personnel, as well as of United Nations personnel carrying out functions mandated by the Security Council;

“2.   Decides on an exceptional basis and owing to the unique character of the mission to extend the United Nations logistical support package for AMISOM civilian personnel for a further 50 civilian personnel, on a temporary basis to be reviewed in light of the upcoming AU and United Nations strategic reviews, underlines the importance of these civilians deploying swiftly to areas recently liberated from Al-Shabaab, in line with the letter dated 18th October from the Chairperson of the African Union Commission to the United Nations Secretary-General;

“3.   Requests the Secretary-General to continue to provide technical, management and expert advice to the African Union in the planning and deployment of AMISOM, through the United Nations Office to the African Union, including on the implementation of the AMISOM Strategic Concept and the AMISOM Concept of Operations;

“4.   Requests the Secretary-General to continue to provide a logistical support package for AMISOM referred to in paragraphs 10 and 11 of resolution 2010 (2011) and paragraphs 4 and 6 of resolution 2036 (2012) for a maximum of 17,731 uniformed personnel until 7 March 2013, ensuring the accountability and transparency of expenditure of the United Nations funds as set out in paragraph 4 of resolution 1910 (2010);

“5.   Requests the African Union to keep the Security Council regularly informed, through the Secretary-General, on the implementation of AMISOM’s mandate, and report to the Council, through the provision of written reports, 60 days after the date of this resolution;

“6.   Decides to remain actively seized of the matter.”

Last Friday(26 October 20012) the day of the Iid when all Muslims and all Somalis where celebrating the festivities was also a day of controversy, political warfare on the airwaves between the president of the Federal Republic of Somalia and the Regional president of the state of Puntland of Somalia. What it was about the controversy?
         This controversy which is getting hotter these days is about in general about two different Visions/Agendas about the future, legal/constitutional architecture of Somalia. In particular it’s about who got the authority to nominate the administrators and government officers of the City of Kismayo and the lower Jubba region. What are saying the two conflicting views and what the laws says about it?
            Lets me start with the two sides take on the issue. One fronted by the Clan- militias called Ras- Kamboni with other militias recruited by Kenya and calling themselves so-called Somali army who together with the Kenyan Army/Amisom took over Kismayo is saying” we have got the right and authority to nominate and administer this town of Kismayo as this have been done in other cities like Baidowa,Beledweine who have been liberated by Ethiopian armies and installed Clan  militias as they Rulers”..Period. The other opinion  is that of the federal government of Somalia which says” there is a new federal constitution which specifies that the federal government has got the authority and the powers in Law to nominate the administrators for Kismayo( Lower Jubba),Beledweyne( Hiiraan) and Baidowa( Bay and bakol Region).Period.
        Before I go back what this different political opinions represent for the future of Somalia let me explain what the Law says in the new provisional constitution of Somalia enacted in August 2012.First let me also explain that our new constitution is almost “dysfunctional and idiosyncratic “like any other thing in Somalia which is linked to governance and Rule of the law”. My opinion is this law has been made badly and contradictory on almost different subjects and parts but we have to abide to it till the parliament and the Somali people emend those parts which are contradictory and are against the letter and the spirit of the document itself.
The new Constitution on article 48.C.2 says” No single region can stand alone. Until such time as a region merges with another(s) to form a new federal member states, “a region shall be directly administered by the federal government for a maxim period of two years”. There is not any single article saying otherwise. I mean the concept and right of the local clan communities and their militia to organize and form/nominate an authority for Kismayo and the Lower Jubba or including the two other regions. There is one article 142 which says” Existing member States in Somalia. Until such time that all the federal member states of Somalia are established and the adopted federal member States constitution are harmonized with the Somali federal Constitution, the federal member states states existing  prior to the provisional adoption of this provisional Constitution by a national Constituent assembly shall retain and exercise powers endowed by their own State constitution” Personally I do not agree what this article says and others in this new Constitution which are preparing and are made for the subdivision of Somalia in a new Confederate state.
       The idea that people-citizens of the newly nominated liberated areas or regions can nominate or choose by themselves new administrations is not in the Constitution and that act is illegal and against the sovergniety, Unity and territorial integrity of the Somali Federal Republic. It looks the right of “self determination of people” sanctioned in the U.N charter has got a new interpretation by IGAD/Ethiopia when we write and explain the Somali situation.
The so called supra-national outfit IGAD/Ethiopia has re-interpreted that article and made it like” all Somali sub-clans have the right to self-determination” as we were different national communities and not one Somali national communities which is from the same ancestry, culture and religion. This pseudo- legal interpretation of the right of self-determination with the added incentive of puppet leaders/warlords political mobilization that all Somali sub-clans have the right of their own administrations and Self Rule is what makes the new Constitution “dysfunctional and idiosyncratic” and the every clan militia make/ believe concept that they are a   national community within the only Somali community-Nation State.
        This two different Visions for Somalia: one which says that Somali Republic is one and have a federal system of governance with the Rule of Law and the other one which is advocating a Confederate System for the governance of Somalia where the Regions States are more powerful of the national State. The is the crux of the matter or the real controversy. (The two visions are in the new constitution)
       If the Clan militias running the show in Kismayo now succeed in self-declaring themselves rulers of the Lower Juba/Kismayo it will mean every Clan have the right of self-determination and Somalia will be made a Confederate State under the hegemony of Ethiopia/IGAD.
      But unfortunaly for Kismayo and Somalia things are getting worse by the days and weeks by applying this vicious Clan politics/self-determination which the Ethiopian are supporting to have an independent State in The South of Somalia to have direct access to the Indian Ocean and exploit in the future the vast mineral resources of Oil and Gas with their friends China and France. Russia which are in the security Council of the U.N.
      It’s not a coincidence that in these days there is a discussion on the exemption of the ban for the export of Charcoal from Kismayo .Why?
It looks African union which plays second fiddle to the policies of IGAD/Ethiopia has requested the U.N Security Council to lift the Ban.
But the lifting helps the Al-Ittixad business Cartels which one time where allied with Al-Shabaab and now with the Ras kamboni clan Militia to get more financing for their control of the economy of Kismayo.This group of Business people have worked in tandem with the warlords who were allied with Ethiopia and after that for  the last five years with the Al-Shabaab.For the Clan Militia to consolidate their powers they need the percentage of commission from the sale of the Charcoal by this Wahabi-Salafist group called Al-Ittixad business cartels. This is the typical system Kismayo used to be administered for the last 20 years. Wait and see.

Its quasi reasonable analysis of the Turkey role in Somalia. What I know is our friends Turkey one time has close contacts and business dealings Al-Ittixad business cartels which are allied with   Ethiopia and Al-Shabaab. Somali politics
is very complicated for those which are new comers and at first-sight if you think in black and white you will never understand it. Myself who has being involved in it for a very long time as a human rights lawyer and activist and lately as a blogger  it took me a very long time to understand it and came to know how the Islamist of Al-Ittixad business cartels could be allied with States like Ethiopia, China, Iran,  and France. First was about the hegemony of Ethiopia of the Somali territories but it became from the 90’ about the Oil and Gas of Somalia. For this reasons atheist State like China and Islamist-radicals like All-Ittixad business cartels are  allied. The masterminds of this alliance were Somali elites warlords-drug-barons linked to All-Ittixad political movement and in the same time members of the so-called movement-oppositions based in Ethiopia in the late 80".Later during the first conference for Somalia to reestablish a transitional government in Nairobi from 2004 the alliances was remade
 and strengthened including some”‘Ruling elites" of IGAD( Ethiopia,Uganda,Kenya,Tanzania,Sudan,  Professional Elites in politics, business, professionals in media-print and TV and Organized crimes groups of those countries.) and the governments of China, Iran, France, Italy, Russia. From 2004 the main agenda was to outsmart the Americans, The Arab world, the Islamic world  and have total control of  all  Somalia with sub-clans groups who call themselves autonomous regions-breakaway States and at the end have a Confederation of Somali States with names like Somaliland,Puntland,Jubbaland,Hiiraanland,Bay/Bakol land,Benadir land etc.In that way there is not anymore the Somali Republic but new states with new sovereignty and then the spoils would be divided between this international groups and Al-ittixad business Cartels who would control the economies of this new satellites states while the Ethiopians and IGAD will install leaders of their liking.
In the 80” when this quasi inhuman agenda was hatched the Regime of Menghiste needed to control Somalia by subdividing it in sub-clan based States. The two main leaders of the U.S.C- Manifesto group who said no to the Ethiopian hegemony were assassinated in Italy, masterminded by Somali Ittixad leaders’ members of the U.S.C and the Ethiopians, with the complicity of Italian mafia and the Italian intelligence services in April and July1990. The two were my  late father Ali Mohamed Ossoble who was one time vice-president of The S.N.M and later president of the U.S.C Roma( 1989-1990) and DR. Ismail Giumale Ossoble who started the Manifeto group(1990). After the assassination of these two leaders the U.S.C was taken over in Ethiopia-Nairobi by pro-Ethiopian groups and in Mogadishu by the All-Ittixad political movement members masquerading as U.S.C leaders. That is main reason instead of fighting against the Siad barre regime for regime change the U.S.C started a civil war and the total destruction of the State infrastructures in Mogadishu and all over Somalia. The Militia of the U.S.C in Mogadishu  and the S.N.M( in the north) and S.S.D.F in (northeast)  were looting and destroying every system connected with the Somali state and started as a policy to have Clan cased regions-areas.
The other policy of Al-Ittixad is to take over the  economies of all regions of Somalia specially the Trade, Communication Hawilaad/money-remmitences,the education systems starting from the madrasa to the universities. The policy of the Ethiopians to subdivided the Somalis in sub-clans groups which are fighting each other and ruled by Warlords who made the main agenda. The ittixad Movement accepted this model to outsmart the Ethioapians and canceal any accusation that they were controlling the political spheres of the society.

In this new document there is not any article saying that foreign powers like IGAD can make or install an administration or the administration of the regions of Somalia have their source of powers in" foreign capitals" or International organizations like IGAD.There is not any article saying the parts of Somalia liberated by the Amisom/Somali armies can have an administration out of the legal jurisdiction of the Somali state.There is one article which says that the " regions so-called states in existence prior to the enactment of the constitution can have their own local statutes and administrations". If the people-citizens of the Region which have been liberated now decide to convene a constituent assembly to choose their transitional leaders or governor this must be done within the framework of the new constitution.In other words this must be convened and done by the legitimate government of the Somali federal Republic. I do not believe the source of " powers' to make legitimate this new authority is out of the jurisdiction of the Somali state.The regions of Hiraan and Bay and Bakol have been made by the Ethiopians using local clans prior the new constitution but this has been ratified/re-nominated by the President of Somalia at that time.The idea that people-citizens of the newly liberated regions can nominate or choose by themselves new administration is not in the constitution and that act is illegal and against the sovereignty ,Unity and territorial integrity of the Somali federal Republic.It looks the right of " self determination of people' sanctioned in the U.N Charter has got a new interpretation by the IGAD representative when we write and explain the Somali situation.The so-called IGAD outfit has re-interpreted that article and made that" all clans and sub-clans of Somalia have the right of self-determination" as we were different different National Communities and not one Somali national community which is from the same ancestry,Language and religion. Now after the enactment of the Somali Federal Constitution there is not any justification to install different institutions on the same Somali territory invoking "pseudo-legal"concepts and infringing on the Somali Republic sovereignty.

I will add that there have always been an Ethiopian Agenda and Al-ittixad movement Agenda in the destruction of Somalia (from the 80" planned by Menghiste and the Somali  Al-ittixad political movement) and in the sub-sequent institution building of Somali land and Punt land as Building blocks and models for Somalia preplanned by Ethiopia. Professor Menkhaus is not Somali and could not understand the Clan based  culture of the Somali which is biggest political vehicle used by the Ethiopians and Al-Itticad to make their power base among the Somalis and use as clan-based political movement to destroy the country.. Somalis are one ethnic or Clan  group but for historical reasons linked to their survival and subsistence-nomadic  way of life their fought each other for centuries for water and pasture and camel raids with very far Clans or sub-Clan- neighbors.That culture of fighting has been made into folklore and poetry is the backbone of the history of every Clan and sub-clan. Every sub-clan has ingrained in their hitorical mind the wars theiy fought aganist other Somalis.The Anti- Colonialist and before them  the Somali freedom fighters who fought the Ethiopians and the British/Italians  have started the concept of a centralized Somalia as a culture and Nation who speaks the same language and have same ancestry., religion. .The S.Y.L political movement  and the political parties of the north have decided to unite the the Somali speaking sub-Clans of the Horn and  that went against the expansionist plans of the Ethiopian regime of that time which have participated in the Berlin Conference for the scramble of Africa. The Ethiopians knew that Somalia have great deal of Oil and Gas  in their Somali region( region  five of Ethiopia ) and have planned that to get that Oil & Gas  they have to destroy Somali and subjugate them to their hegemony as  a  SUB-DIVIDED MINI-CLAN ENCLAVES BUNTUSTAN BREAK-AWAY Republics.. As a matter of fact in the new Somali constitution Somalia have been subdivided in new States and we have a ready made Confederation of Somali States.The last Somali conference to approve the new constitution the Elders who were there at  the constituent assembly refused to ratify  it.Only after the promise that things will be changed at the next parliament they passed it reluctantly. The Al-ittixad political movement has partecipated in that destruction why they have the agenda to change completely the secular system which was based the Somali republic.Both have used the Clan based political opposition movement to destroy and start a new one based on their ideas and plans.Wait and see.

I think the West and the Arab world must do more to help Somalis in general.Somalia in general is hostage to Ethiopia and Al-shabaab-Al-Qaida. A hostage-nation which needs to be helped in liberating themselves.But it needs that in the first phase more technical-know- how and manpower of the fight against those enemies must be deployed.The State structures and institution existing now is made to he
lp those two groups to hold Somalia hostage.From 2004 till know the Ethiopians and IGAD have discouraged a National Somali state and encouraged and made a so- called Clan based Bantustan type administrations in all over Somalia. For the Ethiopians the existence of Al-Shabaab is part of their game plans to have a Somalia "failed State" and a security situation where they are always needed.The destabilization plans going on now in Mogadishu are against the new Change in government which is against the short and long term plans of the Tigre regime of Ethiopia and Al-shabaab.The new President has a lot of enemies in the Horn which would like to make him helpless and give up the fight and have "Business as usual". In other words to accept like some of his predecessors the Plans of Ethiopia and Al-shabaab to sub-divide Somalia and have a safe-haven to Organized crime and International terrorism. Wait and see.

We must know that the idea of a "iJihadist Islam" which fights other Somalis has not been feasible in Somalia for at least the last five years.We have seen the failed experiment of The Islamic courts and the sub-sequent resurgence and of
Al_shabaab joining Al-Qaida. All failed because the Somalis got tired and understood the "wrong" ideas and plans of this groups. Al-shabaab has used just like the warlords-drug-barons( linked to Ethiopia) to take power and hold to it the concepts of sub-clans,the control of resources( including the local business and its licensing) and the Islamic Religion to woo the youngsters and the idealist. All the use of this concepts including the sacred one of the religion have failed .What we need know is a Somali national State which unites all Somali clan-communities,have a just economic vision where the role of the state as regulator and participation in the economic sector is for the Somali society. Where our religion is not used anymore to kill and acquire power for a Somali group or Jihadist transnational.To implement all those ideas we need a State which is representative of every clan and sub-clan. The international community must help the Somalis to resurrect their pride,nation-hood and stop the meddling of regional powers in controlling the Somali Elites and imposing on them puppet leaders and Warlords who never wont a peaceful and just Somali republic.The international community must help the Somalis to have a strong regulatory and administration for our economy because Organized crimes groups are controlling big chunks of our economy together with the Al-ittixad business cartels( a wahhabi salafist group) which has monopolized the Somali Republic economy and national resources.Wait and see.
